Public Comment Period Extended for Proposed Niobrara Confluence

Comments Regarding This Conservation Effort Will Be Accepted Until September 30, 2013
The U.S. Fish and Wildlife Service (FWS) and National Park Service (NPS) have reopened the public comment period on the draft environmental impact statement (EIS) and land protection plan (LPP) for the proposed Niobrara Confluence and Ponca Bluffs Conservation Areas. These conservation areas are proposed to build on existing conservation efforts along the Missouri River in northeast Nebraska and southeast South Dakota. This voluntary project would work with willing private landowners, local communities, and other conservation entities to conserve important wildlife habitats, increase high quality recreational opportunities, preserve sensitive cultural sites, and maintain sustainable farming and ranching operations in the region. This project does not propose to modify any existing regulations or alter dam operations, but does provide a conservation tool for a landowner to consider.
"We have heard from local citizens that they would like more time to learn about the project, and we want to honor that request" said Noreen Walsh, Regional Director of the Fish and Wildlife Service. "We want to emphasize that we value everyone’s input and encourage them to email us or write us with their public comments. This draft document is an opportunity for the public to provide input into the plan during its development.”
All interested persons are encouraged to visit the project website (http://parkplanning.nps.gov/niob-ponca) to learn more or to provide comments. Hard copies of the draft plan will be available at the Spencer, Niobrara, Yankton, and Vermillion libraries for viewing. Individuals may also contact our local project coordinator, Wayne Nelson-Stastny, to visit one-on-one about the project. Wayne will also be available to meet with individuals and groups throughout this planning process.
The FWS and NPS will gather public input as part of public comment period until September 30, 2013; thereby allowing a total of 180 days for the public to review and comment on the plan. All comments received before then will be included in the decision making process for consideration by the NPS and FWS during completion of the final environmental impact statement.

Diabetes for Life Workshop being held June 26th

Managing diabetes can seem over whelming at times. There are numerous tasks required to keep it under control which can vary depending on your overall health and personal circumstances.

Take Control of Diabetes will be held from 1:30 p.m. – 4:00 p.m. at the Holt County Annex in O’Neill.
“Control Diabetes for Life” is a joint project of University of Nebraska-Lincoln Extension, Franciscan Care Services of West Point and cooperating schools. The program is offered free-of-charge. “Control Diabetes for Life” will help participants learn to control diabetes and prolong the onset of complications from the disease.
Participants are asked to pre-register for “Control Your Diabetes for Life” by calling the Holt County Extension office at (402) 336-2760. Please register by Monday, June 24, so the proper number of handouts may be prepared. Nebraska School Food Service Association has approved this session for two hours of continuing education credits for food service staff for attending.

Chambers FFA Prepares for Annual Bullride Fundraiser

The Chamber FFA held their monthly meetings on May 31 and June 17, 2013. Several FFA Members were present at each meeting. Topics discussed included an overview of the summer and upcoming year’s activities, ordering of chapter t-shirts, and a focus on our most ambitious priority- the Chambers FFA Bullride to be held June 27, 2013.
As with any new program, we are expecting the second year of our activities to be even more successful than our first year and have put in the extra effort to ensure this improvement. The Chambers FFA Bullride in memory of Clint Koenig will be held at the Holt County Fairgrounds in Chambers. The evening will begin at 5:00 P.M. with a freewill donation burger bash. As the supper winds down at 6:30, another new attraction has been added for the children. Anyone between the ages of three and eight can now become part of the action by registering for the Mutton Bustin’. Others may get in on the excitement of the evening by joining the beanbag throw competition. The actual bullride is expected to begin at 7:30, with a Calcutta to precede it at 7. The Chambers FFA Members will be introduced and there will be light concessions on-site throughout the event. A free dance will follow at the Chambers Legion Hall for anyone presenting a ticket stub.
Tickets are $10 for adults, $5 for ages six to twelve and children five and under are free. There is a $5 mutton busting registration fee. Tickets can be bought in advance through any Chambers FFA Member. Area Schools Place in the NSAA U.S. Cellular Cup Standings

The Nebraska School Activities Association is pleased to announce the final standings for The U.S. Cellular® Cup, the NSAA All-Activities Award for Nebraska high schools. The annual awards program, which began in 2007 to recognize the state’s most successful high school athletic and fine arts programs, is presented to the 12 Nebraska high schools which earn the most points during the school year by participating in NSAA education-based activity programs. This all-activities (fine arts and sports), all-school recognition platform recognizes the “Best of the Best” each year in NSAA programs and parallels the service objectives of the program’s sponsor.
The boys and girls competition in each class features schools earning participation and performance points from their respective activities. In the case of coed schools, the fine arts activity performance points are divided equally among a school’s boys and girls U.S. Cellular Cup totals. In the all-school division, schools receive participation points for each of its NSAA registered programs, and earn additional points for placing in NSAA championship events.
The U.S. Cellular Cup is presented to the winning schools in the four classes of the All-School Division, Girls Division and Boys Division during special ceremonies the following fall.
St. Mary’s was the All-School Division winner in Class D, with strong finishes in boys and girls events. SMH scored 315 points to finish higher than Hartington, who was runner-up with 265 points. Pope John finished in a three way tie for tenth. In Class C, a few schools just on the edge of our area placed, as Crofton was third, Norfolk Catholic fifth, Boone Central eighth, and Ord ninth. The O'Neill Chamber of Commerce held a ribbon cutting Friday, June 14 at Honey Hollow, a new business in downtown O'Neill. Honey Hollow is owned by Jeremy and Mandy Steele and features organic foods, raw nuts, dried fruits, honey and they also have a bakery that makes delicious cinnamon rolls, muffins, bagels and breads. The are located on main street in downtown O'Neill next to Jensen's Western Wear.

The Foodbank for the Heartland Mobile Food Pantry sponsored by the O'Neill First United Methodist Church will be giving away food Tuesday evening, June 18th, at the O'Neill Community Center, beginning at 6 pm. Items include canned goods, fresh fruits and vegetables, pastries and desserts. There is no income criteria, but the goal is to provide free food to families where the need is great and resources are limited. Bring your own boxes or bags. Volunteers are needed and appreciated. Come at 5 pm if you would like to help with this ministry.

Highway Commission/State Roads Program Hearing Set for Ainsworth

The State Highway Commission and the Nebraska Department of Roads (NDOR) have scheduled a June 28 meeting to be held in Ainsworth. On Friday, June 28, 8:30 a.m., at the City Conference Center, 606 East 4th Street, the State Highway Commission will convene their business meeting.
The State Roads Department Program Hearing for District 8 is the main item on the agenda. The Highway Construction Program and other State surface transportation issues will be addressed. "Team Jack Blood Drives" Net 87 Donors

The American Red Cross Blood Drives held in honor of Team Jack on June 10-11 at the KC Hall in O’Neill netted a total of 87 blood donors. The Red Cross thanks the O’Neill area for donating blood. Every day - more than 21,000 times a day - someone receives blood from a Red Cross donor. One of the 87 donors was a first time donor, and there were several who reached milestones of note. Receiving pins were Ron Anderson and Yvonne Babutzke at one gallon, James Kirkpatrick giving two gallons, Walter C. Young with four gallons, Mary Zakrewski five gallons, Dennis Lehmann has given six gallons, Sandra Gaughenbaugh and Donald Mikkalson at nine gallons, Gayle Mahood with ten gallons, and John Block reached the eleven gallon mark. The Red Cross appreciates the generosity of the donors, as well as the First United Methodist Church, McDonalds, Dairy Queen, Torpins Rodeo Market, O’Neill Super Foods, the Knights of Columbus, and KBRX. Your gift of life helps ensure blood is readily available for all throughout the area as well as through the country. Two More Team Jack Blood Drives This Week

For those who are eligible to give blood, the Red Cross will have two more blood drives in Holt County in honor of Team Jack and all those with pediatric brain cancer. Jack and most other cancer patients have to receive multiple blood transfusions to help them fight their disease, and they can't do that without help from blood donors. After five years on the market, Buche Foods chose to purchase the store to prevent its closure. TransCanada to De-register 367 Easements

At TransCanada, we have been working closely with landowners living along the proposed Keystone XL pipeline route to provide details on the project and negotiate easements. An easement consists of a limited set of rights across a piece of land. Negotiated in good faith between the landowner and the pipeline company, an easement grants us the right to construct, operate, and maintain the Keystone XL pipeline across a portion of a piece of private property. The easement specifies an area within which certain activities are restricted or prohibited, with the primary goal of keeping the pipeline safe. For example, while buildings and excavation are restricted in the right-of-way, normal farming and cultivation practices are not impacted. In this agreement, the landowner retains the ownership of the property and continues to use it.
The easements that the Keystone XL pipeline will cross fall along a specific path that ensures the safest and most environmentally-friendly pipeline route possible. When TransCanada first proposed the idea of building the Keystone XL pipeline, the original route passed through the Nebraska Sandhills area and near the Clarks and Western wellhead protection areas. Due to public feedback, we re-routed the Keystone XL pipeline to avoid these sensitive areas. Since then, the re-route was approved by Governor Dave Heineman, meaning that easements acquired for the original Keystone XL pipeline route in Nebraska will no longer be needed. Now, at TransCanada, we are in the processes of de-registering certain easements that we acquired for the original Keystone XL pipeline route.
In total, the easements that will be de-registered involve 288 landowners who controlled 367 properties and 58 temporary work space agreements. Our representatives will de-register easement agreements on properties in the following counties: Boone, Garfield, Greeley, Holt, Keya Paha, Rock and Wheeler.
“As we go through the process of releasing these easement agreements, our land agents are also working towards obtaining easements for the new (and approved) Keystone XL Pipeline route in Nebraska. We will keep working with landowners who live along the route in an open and transparent manner, and we look forward to continuing to earn the trust of the people whose land our pipeline will cross,” concluded Goulet.
Once documents are completed by TransCanada’s land team, each release will be filed in its respective courthouse. Once the release has been recorded, TransCanada will send copies to the respective landowner(s).

Judge Allows Keystone XL Lawsuit to Proceed

LINCOLN, Neb. (AP) — A judge has ruled that opponents of the Keystone XL pipeline in Nebraska can proceed with their legal challenge to a state law that paved the way for a new project route.
Lancaster County District Court Judge Stephanie Stacy on Tuesday rejected a motion by Nebraska state officials to dismiss the lawsuit.
The lawsuit filed by three Nebraska landowners asserts that Gov. Dave Heineman's decision to approve a new pipeline route was rooted in an unconstitutional state law. The law was passed during a special legislative session in 2011 as a way to reroute the pipeline away from Nebraska's environmentally sensitive Sandhills.
Stacy did not rule on the merits of the case, but said opponents should be allowed to present their evidence and arguments.
DHHS Helps Nebraskans Cool Down With Fans, Bill Payment Assistance

Lincoln – Nebraskans with little cooling this summer can be helped with their bills or the availability of fans if they meet the qualifications for two Department of Health and Human Services programs, according to Thomas Pristow, director of Children and Family Services.
DHHS has partnered with 63 organizations in 38 Nebraska communities to distribute fans to citizens. The recipients of the fans are determined by the organizations that distribute them, Pristow said. Anyone seeking a fan should call the telephone number of the organization nearest them for more information. The organizations in our areas can be found below.
The fans were purchased with funds from the Low Income Home Energy Assistance Program of the U.S. Department of Health and Human Services’ Administration for Children and Families, and the Nebraska Department of Health and Human Services administers the funds, he said.
“We expect hundreds of fans will be provided across the state to help individuals and families who are most likely to be affected by the hot weather,” Pristow said. “This is just one of many programs at DHHS that help people live better lives.”
Funds also are available through the DHHS cooling program to assist low-income individuals and families with bill payments, Pristow said. Applications can be requested online at http://www.ACCESSNebraska.ne.gov, or by calling 1-800-383-4278, or any local DHHS office, he said.
To be eligible for funds, a person 70 years of age or older, or a person who is more susceptible to heat because of their medical condition, must live in the household. The limit of a household’s financial resources to qualify for the cooling program is $5,000, and the annual income limits are:

Fischer Supports Multi-Year Farm Bill

Washington, D.C. –U.S. Senator Deb Fischer (R-Neb.) today released the following statement upon voting in favor of the multi-year Farm Bill, S. 954:
“The multi-year farm bill I supported goes a long way in providing certainty for Nebraska’s farmers so they can continue to produce healthy, safe products to feed the Nation and the world. Failure to pass this legislation would cause America’s agriculture policies to revert back to those of the World War II era – an untenable position for hardworking Nebraskans competing in a competitive global market. The farm bill also maintains and strengthens the crop insurance program – an essential risk management tool for farmers – and it bolsters conservation and disaster-related programs.
“At the same time, over 80 percent of funding in this bill goes toward the nutrition title, which received only a fraction of cuts compared to the overall hit taken by agriculture. I supported a number of amendments to achieve further savings in the nutrition title by eliminating loopholes and duplicative programs. While these amendments did not prevail, I will continue to support efforts to eliminate unnecessary spending as Congress continues the legislative conference process.”
NECC Hosting Community Meeting for Keya Paha, Rock and Brown Counties

AINSWORTH – The North Central Development Center has invited Northeast Community College to a special community meeting this month for residents of Keya Paha, Rock, and Brown counties.
The “Strengthening Our Communities” discussion will be held on Thursday, June 20th, from 5-7 p.m. in the Ainsworth Conference Center. The conversation will focus on ways in which Northeast might provide more educational opportunities and better serve the area.
Northeast President Dr. Michael Chipps said the College plans to provide more educational opportunities in the region, especially in the Ainsworth area. “The College’s Center for Enterprise can offer customized training opportunities to businesses and industry in the region. Not only will that help those organizations grow, it will further stimulate the economy in North Central Nebraska.”
Training opportunities range from technical skills such as welding, blueprint reading, and forklift operations, to soft skills such as computers, supervision, and customer service. “Northeast is interested in learning more about the needs of the community and how we can help the Ainsworth area grow and prosper,” Chipps said.
In addition to conducting a needs assessment, the College is also planning a new extended campus facility in O’Neill to better serve the nine-county north central service region. Northeast will continue to solicit feedback on the proposed facility and the services that will be provided there.
More than 2,300 Northeast Community College graduates live and work in the north central region of Nebraska. Over the past five years, 254 new Northeast graduates have obtained employment in that area; while 22-percent of North Central Nebraska’s 2012 high school graduates have chosen to attend Northeast.

When eligible donors give blood or platelets through the American Red Cross this summer, they can give patients time to make their own stories — like watching fireworks, having a picnic and rooting for their hometown team.
The Red Cross needs to collect 17,000 blood donations every day to meet the needs of patients at approximately 3,000 hospitals and transfusion centers across the county.
Summer is a challenging time to collect enough blood donations to meet patient needs. If at least two more donors give blood at every Red Cross blood drive this summer — above what’s expected — it will help ensure a sufficient blood supply is available. During the summer months of June, July and August, on average, about two fewer donors give blood at each Red Cross blood drive than what patients need. Summer activities and vacations conflict with blood donation appointments for many regular donors.
This is also one of the Blood Drives in honor of Jack Hoffman and all those with pediatric brain cancer, who need the gift of blood.

Firefighters, EMTs Honored During Banquet

The firefighters and EMTs that serve O'Neill were recognized during their annual banquet on Saturday, June 8. Several individuals were honored for their many years of service, while four new people were recognized for their first year of service.
Terry Miles (left) was given the honors of EMT of the Year, while Ron Schmit (left) was Firefighter of the Year.
Bob McKenny celebrated 15 years of service to the department, while Don Baker was given a plaque to commemorate his 30 years of serving the area.

ATKINSON — Windy conditions didn’t stop 109 runners and walkers from lacing up their sneakers and competing in the 1st Annual Atkinson Festival of Races on May 26. Athletes from Arizona, Colorado, Kansas, Iowa, Illinois, Nebraska, Wisconsin and Wyoming were represented at the festival.
Many awards and prizes were given out among the different classes of runners. Area Students Learn at the 21st Annual UNMC Science Meet

Sarah Hawk and Ann Marie Nordby of Ewing were two of the 59 eighth grade science students to attend the science meet.
Fifty-nine eighth-grade students from 24 schools across Nebraska attended UNMC's 21st annual State Science Meet June 6-8, for an educational and fun experience.
The goal of the meet is to inspire students, especially those from rural communities, to pursue careers in health care. The students qualify for the meet by submitting science projects in one of seven regional science meets sponsored by the Nebraska Area Health Education Centers across the state earlier in the year.
While on campus students were exposed to the health professions, medical research and patient care. Events included hands-on science activities such as:
· Presentations about a variety of health science disciplines
· Tours of UNMC
· A team science competition

Forty excited young fisherman braved the showers Saturday morning at the annual Ambassadors' Kids' Fishing Tournament. In spite of the rain the fish were biting. They get bigger and more abundant every year. Thank you to all the parents and grandparents who brought them. Lady Wolfpack Basketball Team Members Hosted Glow Night

The EPPJ Lady Wolfpack Basketball Team held a Glow Night 2 Mile Walk/Run on Sunday night in Elgin. Over 230 entrants particpated in this fun event. The money raised will be used for camps and also uniform warm ups. Here is a video of the start of the Glow Night!

NCDHD Prepares For West Nile Season

The West Nile Virus season has arrived, and North Central District Health Department will be following any developments in their nine counties. NCDHD will be providing surveillance throughtout their district, taking reports of dead birds and collecting birds for testing.
NCDHD has already begun their efforts in curbing West Nile this season, which started June 1st and will end July 31st. This year they will be collecting all species of birds in order to detect the presence of the West Nile Virus sooner.
The health department is asking for help from the public in their district to report any sick, dying or dead birds they happen to see in their area by contacting the department at 1-877-336-2406. The counties that North Central District Health Department covers are: Antelope, Boyd, Brown, Cherry, Holt, Keya Paha, Knox, Pierce and Rock.

NECC in O'Neill to Host Annual Health Conference

O’NEILL – A host of sessions will be held at the 2013 O’Neill Health Conference, sponsored by Northeast Community College Extended Campus – O’Neill. Participants will learn strategies to address obesity and related health concerns to improve patient outcomes.
The conference will be held Tuesday, June 25 from 7:15 a.m-4 p.m. in the O’Neill Community Center.
Following a registration, breakfast, welcome and announcements, Cathy Newton, BS, will open the conference at 8 a.m. with a presentation on “Wellness in Full Swing.” Newton will teach participants to effectively understand “the wellness problem and why smart people take dumb health risks.” She will discuss how to create powerful wellness intentions to empower a commitment to health and wellness.
Michelle Brtek Zwiener, DNP, APRN-FNP,BC-ADM, will present a program on “Diabetes and Obesity.” Participants will learn about the prevalence of patients with diabetes and obesity, and review the trends over the past decade. Brtek-Zwiener will talk about understanding diagnoses and approaches to diabetes for children and adults. She will also examine the connection between maintaining positive energy and the ability to create balance in work and personal life to prevent obesity.
Thomas R. Brandt, MD, FACC, will present “Cardiac System and Weight Related Concerns.” Participants will learn the definition and demographics of obesity, as well as its effects on the cardiovascular system. They will learn how to determine the diagnosis and treatment of obesity from a cardiovascular perspective.
Rachel Anthony, APRN, NP, will discuss “Childhood Obesity.” Participants will learn to identify how to measure an obese child’s progress and how to measure success. Identify comorbidities associated with obesity and identify treatment options. Participants will also be able to discuss what the future holds for these patients.
Newton will return for the last session of the day, “Balancing Life and Work in a Crazy…Connected World.” This session will address the balance/positive energy connection and learn how to identify practical and meaningful strategies to restore positive energy and sharpen focus, tap creativity and practice relaxation. Newton will examine the connection between maintaining positive energy and the ability to create balance in work and personal life.
Blood sugar and blood pressure screenings will be also available during the conference. Those planning to take advantage of the blood sugar screening should fast for ten hours prior to the screening.
The O’Neill Health Conference is a workshop to provide members of the public or professionals in healthcare and social services with knowledge and understanding of the general and unique health care needs of the public.
The conference has been submitted to the Washington State Nurses Association Continuing Education Approval and Recognition Program (CEARP) for 6.75 nurse contact hours of continuing education. Cost of the conference is $75 for those earning contact hours for professional certification. Those guests are asked to register with course number HLTH 0500 and CRN #60082. Attendance for the entire day and an evaluation at the workshop conclusion is required for contact hours.

WHMS Getting Ready for 6th Annual Summer Social

ATKINSON — Summer days are filled with many social events, but the West Holt Medical Services Foundation’s Summer Social is the one to attend. On Saturday, June 22 players will tee off or start a card or board game at the Atkinson-Stuart Country Club and compete for prize money and bragging rights amongst their friends and family. Net proceeds from the event will go to the Foundation’s Scholarship and Staff Education Fund.
Events include the traditional 9-hole golf scramble tournament and, for the second year in a row, a 10 pt pitch tournament. New this year is GAMES GALORE with four additional card and board game tournaments to chose from – bridge, Yahtzee, Words with Friends (Scrabble) and Mexican Train Dominos. A post-tournament dinner will be held at 6pm with the awards ceremony at 7pm.
Even if you do not want to partake in one of the tournaments, the public is invited to attend the dinner and possibly take home one of the door prizes. New this year, is a dinner choice of prime rib or hamburger ($25-$35). All tournament entry fees include a tournament, prizes, and dinner ($45-$55). In order to have a prime rib dinner, you must register by June 10.
Get ready to win some big money! The golf tournament has two new contests this year. A Hole-in-One contest will be held on all 3 par holes and hole-in-one golfers could take home $10,000, a Kindle Fire or a $500 gift card. Golfers and non-golfers can enter the Putting Contest and the winner will receive a trip to Hawaii. To qualify for the Putting Contest, there will be a qualifying contest held during lunch (free-will-offering) from 12:00 – 1:30 pm and the finals will be held following the awards ceremony which starts at 7:00 pm.
Check-in time for the golf tournament is between noon and 1:30 pm with a shotgun start at 1:30 pm. Check-in time for the Games Galore tournament begins at 1:30 pm with a start time of 2:30 pm. Advanced registration for tournaments and dinner is preferred.

The Nebraska School Activities Association is pleased to announce the final standings for The U.S. Cellular® Cup, the NSAA All-Activities Award for Nebraska high schools. The annual awards program, which began in 2007 to recognize the state’s most successful high school athletic and fine arts programs, is presented to the 12 Nebraska high schools which earn the most points during the school year by participating in NSAA education-based activity programs. This all-activities (fine arts and sports), all-school recognition platform recognizes the “Best of the Best” each year in NSAA programs and parallels the service objectives of the program’s sponsor.
